you that I approve the introduction in
the Legislative Council of the Bill
which you enclosed relating to the
importation and removal of sand.

I have the honour to refer to Sir Philip
Cunliffe-Lister's despatch No.54 of 7th February, 1935,
on the subject of the Sand Ordinance No.41 of 1934, and
to inform you that on consideration of the points mentioned in that despatch it has been deemed advisable to repeal the
Urdinance in question and to substitute another, copy of
which is enclosed. My Executive Council has approved the
introduction of this bill in the Legislative Council but
I have considered it desirable to submit the bill for your
approval before its introduction.
